Quad O Regulations

Quad O is the field name for EPA’s NSPS Subpart OOOO series covering crude oil and natural gas. OOOO, OOOOa, OOOOb, and the related OOOOc emissions guidelines set standards for equipment such as storage vessels, pneumatic controllers, compressors, and leak detection. The exact subpart that applies depends on construction date and equipment type.

For Permian producers the practical effect is that tank vapors, gas-driven pneumatics, and fugitive leaks are no longer an informal operating detail. Sites need a control device or a recovery system, a survey method, and records. That is why VRUs, combustors, instrument air, and OGI cameras show up together in the same capital plan.
